Focus on New Laws: Landlord-Tenant Guide Notification Requirement

Cities now are required to provide landlords with a link to the Minnesota Attorney General’s Landlord-Tenant Guide when issuing or renewing licenses.

A new law passed during the 2025 legislative session, included in Chapter 39, requires all cities effective May 23, 2025, to provide a link to the Minnesota Attorney General’s Landlord-Tenant Guide (pdf) to landlords, along with information about how to request the guide in an alternative format. This must be done when the city issues or renews the following:

  • A rental license.
  • A registration or certificate of occupancy.
  • A similar document allowing a dwelling unit to be occupied by a residential tenant, as defined in Minnesota Statutes, section 504B.001, subdivision 12.

When providing landlords with the link to the guide, cities should include the following notice about how to request the guide in alternative formats:

“Landlords and Tenants: Rights and Responsibilities published by the Minnesota Attorney General’s Office is available in alternative formats by calling (651) 296-3353 (Twin Cities calling area), (800) 657-3787 (outside the Twin Cities), or through the Minnesota Relay Service at (800) 627-3529.”
