League of Minnesota Cities Insurance Trust Names Trustees and Officers for 2025

City Administrator Alison Zelms of Rochester Selected as New Board Chair

City of Rochester administrator Alison Zelms is among five city officials who have been chosen to serve on the League of Minnesota Cities Insurance Trust’s Board of Trustees. Zelm will serve as the new chair of the Board with her term beginning this month. The Trustees, who include both elected and appointed officials, govern the activities of the Trust and are eligible to serve up to four, three-year terms.

The League of Minnesota Cities Insurance Trust (LMCIT) is a self-insured, self-governed, municipal pool that provides property/casualty and workers’ compensation coverage for municipalities and other public entities in the state, like special districts and joint powers authorities. All coverage is designed to protect cities from risk exposures that could result in large expenses for member entities.

Zelms has served as a LMCIT Trustee since 2018 and has worked as the Rochester administrator for the past four years. Prior to that, she worked as the deputy manager for the City of Mankato. “Alison Zelms demonstrates effective leadership in all aspects of her professional life,” said Dan Greensweig, LMCIT administrator. “From her years of experience as a Trustee, she brings keen knowledge and understanding of our organization’s mission and goals.”

Other Trustees appointed for 2025 include:

  • Laurie Hokkanen, city manager, City of Chanhassen
  • Phil Kern, city administrator, City of Delano
  • Jorge Prince. mayor, City of Bemidji (term begins in June)
